Vudu brings disc-to-digital UltraViolet conversions home to beta users

Vudu brings disctodigital UltraViolet conversions home to beta users

As promised, Vudu has taken the trip to Wally World out of the process used to watch your discs via UltraViolet streaming apps and sites -- the legit way. Just like the in-store process, DVDs or Blu-rays can be leveraged to buy digital versions of the movie anywhere UltraViolet movies are available. Going from a DVD to an standard definition copy will run you $2, while upgrading to HD is $5 -- Blu-ray to HD is also $2 -- which is the exact same pricing as the in-store offering. Those who want to convert a few titles, and are lucky enough to get invited to the beta, can download the Windows-only application to a computer that has the required optical disc drive. Mac support is promised soon, but with the limited number of Macs with Blu-ray drives, we'd suspect that version will only work with DVDs.

iPad App Helps Forest Service Distribute Maps for Firefighters

By Stephanie Overby

January 30, 2013 09:37 AM ET

CIO - The U.S. Forest Service deploys a mobile map application for firefighters and emergency responders to use in the field and for tactical planning

The Project: Implement a mobile map application for U.S. Forest Service firefighters and emergency-situation units to use in the field and for tactical planning.

The Business Case: As situation unit leader for the U.S. Forest Service, Chris Brenzel oversees production and distribution of the maps (and fire-behavior assessments and weather forecasts) for his 52-person emergency-response team and the camps of 2,000 to 5,000 federal firefighters responding to disasters across the country. While the map-distribution process had improved since the days of cutting up topographic maps from the U.S. Geological Survey, taping them together and running them through the photocopier, it remained labor- and paper-intensive, with Brenzel producing up to 150,000 map pages a day. Because of the time required for printing, the deadline for editing the maps was 9 p.m. the night before a shift. With fast-moving wildfires, the maps distributed to firefighters at 6 a.m. were already antiquated.

First Steps: Brenzel looked at several digital display options and selected Avenza's free PDF map app for its ease of use, display quality and clean functionality. He and his team tested the app for two months over the summer on an iPad purchased with Brenzel's own money (the federal government provides only one rented tablet per situation unit) while responding to incidents at the Cleveland National Forest in San Diego. Brenzel's team compared notes with other situation units experimenting with mobile apps before having others, including the firefighters, download the Avenza app on their personal devices in August. Although Brenzel uses Esri's GIS mapping software, not Avenza's MAPublisher, to build his maps, pushing them to the app as PDFs is as simple as checking a box before export. "We can make edits to the maps up to a half-hour before the morning briefing," says Brenzel, a former fire captain. "It gives us what they call in the military a better common operating picture."

That was clear when Brenzel and his team were coming off of a 14-day shift fighting the 41,983-acre North Pass Fire in the Mendocino National Forest last summer. "The biggest benefit was using it to brief the team [on the next shift]," says Brenzel. "We were all in the helicopter [overlooking the forest] and it can be disorienting up there. Everyone was able to take out their tablets and look at the custom map as we went over our concerns and what issues we were leaving for the other team. It made for a smooth transition."

There are currently 2,000 users of the app, and Brenzel expects that number to triple this year as his unit starts chasing the fire season from late February to early November. "We're also starting to work with the battalion chiefs making maps of the forest for the day-to-day project work that we do when we're not on fire," such as creating community defense fuel breaks, where people remove vegetation around the forest to stop a fire's spread and protect homes.

What to Watch Out For: Avenza has not yet introduced its Android app, so Brenzel had to implement a different map distribution app for half of his users. He also had to figure out a stable method of distribution since most federal sites use protected intranets. Ultimately, he created a public folder in DropBox and embedded QR code functionality into the Avenza app so users scan the code to pull up the latest maps.

Must See HDTV (January 28th - February 3rd)

There's a football game this week, in case you hadn't heard -- but that's not all. Netflix is debuting the series that it claims will change internet TV, and there's also a few other new options to keep an eye out for. Look below for the highlights this week, followed after the break by our weekly listing of what to look out for in TV, Blu-ray and videogames.

The Americans
Add another basic cable series to your watchlist this week, as FX debuts The Americans. Based in 1981, it focuses on a family of Soviet spies living in the US during the Cold War. The show already has a two year commitment to air in the UK, so it's unlikely to face a quick hook -- feel free to settle in.
(FX, January 30th, 10PM)

Super Bowl XLVII
It's the Super Bowl. All other Sunday night programing has been pushed aside, so you'll either be huddled around the flatscreen watching 49ers/Ravens or... we're not sure what.
(CBS, February 3rd, 6:30PM)

House of Cards
Netflix's next venture into the world of original programming begins Friday morning, when it will make the entire first season of its series House of Cards available for streaming. Starring Kevin Spacey, it has all the trademarks of a well produced cable series, it's just not on cable -- it's on the internet.

Artists: consider self-publishing to get your book into the world ...

This article is reposted from Crain?s Chicago Business.? I chose it because of this quote at the end: ?In order to be successful in sales and client service, you have to be very creative in order to differentiate yourself.?? Sounds also like what it takes to succeed as an artist.? I know of more than one artist who has produced handsome books and catalogs using Blurb.com or other inexpensive means.

 - Laura Bruzas' book helped her attract speaking gigs. - John R. Boehm

Laura Bruzas? book helped her attract speaking gigs.

John R. Boehm

After years of schlepping dozens of handouts to her speaking engagements, Laura Bruzas, founder of website Healthy Dining Chicago, decided she needed a book to keep them all in one place. In 2012, she self-published ?100 Simple Ways to Eat Well for Less,? which she sells mostly through her website, earning her about $6 per copy.

Not only did the book help to organize her thoughts; it helped her attract more speaking engagements. Income from such events quadrupled this year, she says.

The book ?gives me a sense of greater authority,? says Ms. Bruzas, who also worked in marketing at Whole Foods Market Inc.

Executives and entrepreneurs are publishing good old-fashioned hard- and soft-copy books to wrangle new business and earn some extra money from sales. Authors who ?vanity? publish typically foot the bill and avoid jumping through the hoops of traditional publishing. Sites such as Amazon.com?s Createspace and Lulu.com allow users to upload their work and print the book for a small fee. They also offer distribution channels.

?Windows are opening,? says Melissa Giovagnoli Wilson, a Chicago-based self-publishing consultant and author of 15 books, five of which have been self-published. ?If you have a great strategy, you can succeed in this space.?

It also makes financial sense, says Ms. Wilson, who has worked with executives from Allstate Corp., Hewitt Associates (part of Aon PLC) and Accenture in the past few years. ?When a book can cost you $3 (to self-publish) whether you buy one or 100,000 copies, we are now at a place when a company is considering it a marketing tool.? Some companies even are replacing traditional white papers with self-published books, she adds. Most self-publishers charge less than $300 to help authors publish their work.

BRINGING IN BUSINESS

Chad Coe, founder of Deerfield-based Coe Financial Group, uses his self-published book on professional networking, ?The Power of Peopletizing,? to expand his network of 4,700 LinkedIn contacts. During speaking engagements for his wealth-management firm, he gives the book to the first 10 people who give him their business card as well as to anyone who walks into his office. ?The (book?s) messaging helps bring in business opportunities,? he says.

Not everyone gives away books. Bill Burnett, co-founder of leadership consultancy THNK, based in Libertyville, sold about 2,000 copies of his second book, ?The Peak Interview.? It?s available at the University of Chicago?s downtown Gleacher Center and on Amazon.com for $15, a 50 percent markup over print costs. Because of the book, which covers interviewing and job skills, he became an adviser to a group of Fortune 1000 executives looking for work, he adds. ?It?s pretty easy to get a payback,? he says.

This year, Mr. Burnett will self-publish ?Behave!,? a manual on how to engage employees, which he plans to sell at speaking engagements and on Amazon. ?Writing books forces you to think through concepts more thoroughly,? he says.

In addition to low barriers to entry, part of the draw is that self-publishing produces a more immediate result. There?s no need to write 250 pages or wait more than a year as one would with a traditional publisher, says Andrew Razeghi, a lecturer at Northwestern University?s Kellogg School of Management. Some self-published books can be as short as 25 pages. This year, Mr. Razeghi published two titles through Slimbooks.com, a short-form e-book publisher that was started by one of his students.(SlimBooks operates a bit differently: it vets and selects the content it releases in its online store, providing design, writing assistance, editing and marketing at no cost to the writer. Those costs are taken out of future revenue up to $1,000).

Mr. Razeghi?s first book, ?The Future of Innovation,? became an Amazon bestseller in the category last fall. It was just 55 pages long.

Shorter lengths are more manageable, he says. ?You can have an idea and write it within a week to 10 days,? he says. The target audience also appreciates the shorter form: ?They can actually read it while boarding the plane,? Mr. Razeghi says.

Not all execs are using self-publishing to extend their brand. Sara Sirotzky used her time away from the office as a Chicago-based managing director at Marsh Inc., an insurance broker, to write ?Red Rose and Blue Butterfly,? a children?s book that referenced her childhood in Lima, Peru. The project was a goal Ms. Sirotzky had set to achieve around her 65th birthday. So she hired an illustrator, and the hardcover book is now sold for $13.50 on Amazon.com. It took less than six months to make it a reality.

?I wanted to make sure people would view me not (solely) from the business perspective,? says Ms. Sirotzky, who plans to write a marketing book next.

Creating the book has helped Ms. Sirotzky draw on skills from her own sales career. ?In order to be successful in sales and client service, you have to be very creative in order to differentiate yourself,? she says. And with the barriers to publishing continuing to drop, a book may just be the new business card?the ultimate way to stand out.

Kobe leads Lakers past Oklahoma City 105-96

LOS ANGELES (AP) ? After every plot twist and dramatic turn in the Los Angeles Lakers' soap opera of a season, perhaps their stars' latest identity switches shouldn't be all that shocking.

Kobe Bryant made all the big passes. Steve Nash scored important points down the stretch. Pau Gasol excelled off the bench as the new-look Lakers calmly maintained a fourth-quarter lead on the mighty Oklahoma City Thunder.

Bryant had 21 points, 14 assists and nine rebounds, Nash added seven of his 17 points in the final 5? minutes, and the Lakers held off the NBA-leading Thunder 105-96 Sunday.

Gasol scored 16 points in a reserve role as the Lakers picked up the most impressive victory of their thoroughly unimpressive season, coolly maintaining a small lead down the stretch of their second straight win after a four-game skid.

With Bryant taking on a playmaking role, Nash stepping up his offensive game and Dwight Howard preaching togetherness, the 19-25 Lakers are cautiously optimistic their latest reboot will work ? and even the Thunder were impressed.

"We're doing a good job right now of just being real with each other and holding each other accountable," said Bryant, who had 14 assists and fell one rebound shy of a triple-double in each of the past two games. "That makes a huge difference. I'm trying to evolve and find out what we need as a ballclub."

So is everybody else with the Lakers, who had lost nine of their last 11 against the defending Western Conference champion Thunder, including four of five in the clubs' second-round playoff series last spring and a blowout loss at Staples Center 16 days ago. The Lakers have strung together two solid games at home since a clear-the-air team meeting in Memphis last week.

"We've found something that works, that's for sure, and something we can feel good about," said Gasol, who played 36 minutes. "I think the way we are playing, we can be very successful."

Kevin Durant scored 35 points and Russell Westbrook had 17 points, 13 assists and nine rebounds for the road-weary Thunder, who finished their longest trip of the season at 3-3. Durant could sense the Lakers' desperation in their fourth-quarter effort.

"The whole arena felt that way," the three-time NBA scoring champion said. "They needed a win. It was a must-win for them, and they came out and performed well. They were hitting shots, and they were doing a good job of protecting the paint. We missed some good shots as well. As a group, we all have to do our roles better. Every individual has to play their role to a T for us to win games, but we'll be fine."

Bryant and Westbrook briefly tangled in the third quarter in an exchange that earned a technical foul for Kobe. Both All-Star guards entered the fourth quarter needing just one rebound for a triple-double, but neither got it.

Westbrook missed his first eight shots and 12 of his first 13 before finding a rhythm, but the Lakers didn't wilt down the stretch.

"The thought the execution at the end of the game by our team definitely could have been better," Oklahoma City coach Scott Brooks said. "It's something that we're pretty good at, but a lot of that had to do with their team. They're a physical team, and they were moving us around a little bit towards the end."

Los Angeles took the lead with 6:15 to play on a jumper by Metta World Peace, who had 15 points and 10 rebounds. The Lakers nursed a small advantage in the final minutes, going up 101-95 on Gasol's driving layup with 1:09 to play.

Bryant then hit a tough 19-foot jumper with 37 seconds left, and Westbrook couldn't answer. Durant didn't have a field goal in the final 6:39, scoring just seven points in the fourth quarter of Oklahoma City's third loss in 11 games.

Oklahoma City routed the Lakers earlier this month, with Durant scoring 42 points and Westbrook adding 27 while Los Angeles played without Howard and Gasol.

Howard had just eight points and 10 rebounds this time out while fighting foul trouble and missing eight of his 10 free throws. Bryant and Nash led a passionate effort by the Lakers, whose season-long missteps and embarrassments have left them well out of the playoff picture heading into the second half of the season.

"I'm very excited to see our progress," Howard said. "We're going to continue to work, continue to talk to each other. The biggest difference is we're holding each other accountable for everything. We had a great talk in Memphis, and it's carried over."

NOTES: The clubs conclude their season series in Oklahoma City on March 5. ... Lakers owner Jerry Buss celebrated his 79th birthday. The Basketball Hall of Famer hasn't attended a game this season while dealing with health concerns. ... Derek Fisher, the five-time champion Lakers guard who finished last season with the Thunder, watched from a courtside seat. Denzel Washington, Jay-Z, Alessandro Nivola, Horace Grant and baseball stars Matt Kemp, Vernon Wells and Michael Young also sat courtside.

California Intends to Declare BPA a Reproductive Health Hazard

Sacramento Capitol California today is announcing its intent to declare bisphenol A a reproductive hazard. California today is announcing its intent to declare bisphenol A a reproductive hazard.

Under a state law known as Prop. 65, warning signs would be required for consumer items that contain a certain high level of BPA. BPA is used to make polycarbonate plastic, and also is found in liners of food and beverage cans and some thermal receipts.

Scientists say BPA is an estrogen-like substance that can alter reproductive hormones. California's Office of Environmental Health Hazard Assessment said it based its decision to list BPA as a Prop. 65 chemical on a 2008 report by the National Toxicology Program.

?"Bisphenol A meets the criteria for listing as known to the State to cause reproductive toxicity (developmental endpoint) under Proposition 65, based on findings of NTP [the National Toxicology Program]," according to the state agency.

"OEHHA is relying on the NTP?s conclusion in the report that there is clear evidence of adverse developmental effects in laboratory animals at 'high' levels of exposure," according to the state's decision.

The decision was based on laboratory tests by scientists that have shown effects on the body weight and reproductive development of the pups of pregnant rats and mice exposed to high levels of BPA.

The state agency is proposing to set an acceptable level of exposure that is considered fairly high, 290 micrograms per day. As a result, Sarah Janssen of the Natural Resources Defense Council wrote on her blog that the decision ?is not likely to trigger any warning labels on canned food or beverages.? The same is probably true for receipts and most other consumer products.

"However," she added, "a listing alone is quite significant and makes official what parents have known for years ? BPA is harmful and should be avoided."

Plastics and chemical manufacturers say the compound, which has been used in polycarbonate plastic for 50 years, is safe at levels people are exposed to

The intent of the law, passed by voters in 1986, is to require manufacturers to warn consumers whenever a chemical is used that has been linked to cancer or reproductive effects. In some cases, companies decide to avoid using the compound rather than put up warning signs in stores or other public places.

BPA already has been banned from baby bottles, and removed from most hard-shell water bottles. It also has been replaced with another chemical in most thermal receipts, although that chemical, known as BPS, also has been linked to estrogen-like effects.

The state agency will accept public comments for one month before making a final decision listing BPA.

Imagining a skeuomorphic-free, all-aluminium iOS 7

Imaging a skeuomorphic-free, all-aluminium iOS 7

Skeuomorphism -- the use of real world design in a digital context -- has been a target lately. At the extreme, it's held up as an example of iOS being boring, outdated, and bereft of innovation. In more reasonably terms, it's looked at as something that can be useful, but has perhaps been overused. I've gone on record as saying I think there are far more important things Apple needs to do in iOS 7 than wiping the world clean of skeuomorphism, both here on the site and in a podcast rant. But let's imagine for a moment it is on the agenda. That Apple's new head of all design, hardware and software, Jony Ive, was set to impose a new, unified, Aluminium theme. That, just like the Scarlet Witch in House of M, he whispered "No more Skeuomorphs."

Instead of arguing in the abstract about how much better or worse it would be, let's mock it up and see what could that look like...

A unified, aluminium iOS

Back before iOS 6 there were rumors of a complete, consistent re-skinning of the core interface into something more subdued and "silver". That didn't come to pass, though Apple's newest built-in app, Maps, did get a more subdued, more silver make-over, complete with new, floating buttons. Inspired by a discussion with Grant Paul for an upcoming episode of the Debug podcast,

I'm going to use something akin to that as a foundation, with a hint of the WWDC 2012 for the more heavily designed apps. I'm calling it "aluminium" in honor of how Jony Ive (properly) pronounces the word. Here's an example of Find my Friends, iBooks, and Game Center, stripped down and anodized.

Under the theory that consistency is usability, the more lightly-designed built-in apps could also adopt the same look and feel. Here's an example of Settings, Mail, and Safari.

Additional background

A lot has been written about skeuomorphism lately, by a lot of people far more experienced than me. Dave Wiskus, in an article for Macworld, explored the future of Apple design, saying:

Steve Jobs very purposefully built Apple to be a skate-to-where-the-puck-is-going company, and while skeuomorphic design has acted as a bridge between the physical world and digital abstractions, it?s becoming increasingly obvious that the world is comfortable with digital now. Technology is no longer witchcraft to be feared by the masses. We?ve grown accustomed to having phones, tablets, and computers around us to do things. With both visual and interaction design, we?re nearly past the point of real-world metaphors being useful, and the simplest representation is usually best.

John Gruber of Daring Fireball attributes much of this to the evolution from standard to HiDPI displays like Retina:

The trend away from skeuomorphic special effects in UI design is the beginning of the retina-resolution design era. Our designs no longer need to accommodate for crude pixels. Glossy/glassy surfaces, heavy-handed transparency, glaring drop shadows, embossed text, textured material surfaces ? these hallmarks of modern UI graphic design style are (almost) never used in good print graphic design. They?re unnecessary in print, and, the higher the quality of the output and more heavy-handed the effect, the sillier such techniques look.

Marc Edwards of Bjango also cites the print world, but mentions the technical limitations of rival platforms as a contributing factor to their simpler design languages:

In interface design, square finished corners are faster, because there?s no masking. Not including shadows is faster, because there?s less compositing. Drawing a flat colour is faster than drawing a gradient. When you have three or six pixel densities, drawing sharp textures is almost impossible, unless you include bitmap assets for every size you?re targeting.

Sebastiaan de With brought up a counterpoint on Twitter:

Very 'flat' UI is a meaningless reactionary design fad vs. overdesigned UI. Good designers aren't limited by style but taste and discretion.

I'm still of the opinion that it's less about skeuomorphism or it's opposite, digital authenticity, than it is about usability. In some cases, skeuomorphism helps make things discoverable, approachable, and engaging. In others, it just gets in the way.

Check out the examples above and let me know what you think. Would a unified skin across all of Apple's apps be more elegant or just more monotonous? Would a face lift make iOS less "boring" or just less interesting?

Update: Super-designer Louie Mantia brings up a couple of excellent points, and throws in a gorgeous mockup, on Twitter:

it's not about "flat" vs. "skeuomorphic," but more about "chrome" or "no chrome". I think that this might be a more interesting discussion to have than making all UI aluminum.

Jailed Russian punk rocker: I've received death threats

Natalia Kolesnikova / AFP - Getty Images, file

Maria Alekhina and Nadezhda Tolokonnikova sit in a glass-walled cage in a Moscow court last October.

By Alissa de Carbonnel, Reuters

MOSCOW -- One of two jailed members of the Russian punk rock band Pussy Riot said she received death threats and complained of abuse at a prison colony where she is serving a two-year sentence for a protest against President Vladimir Putin in Moscow's main cathedral.

But Maria Alyokhina?and fellow group member Nadezhda Tolokonnikova said they did not regret the protest, despite describing harsh prison conditions in interviews published on Wednesday by the opposition-leaning Novaya Gazeta newspaper.

Alyokhina, 24, who lost an appeal this month to have her sentence deferred to care for her 5-year-old son, said she was transferred to solitary confinement in November after being threatened by inmates she suspects of acting on the orders of prison officials.

Members of the band Pussy Riot, arrested in February after storming a Moscow cathedral, were sentenced to two years in jail Friday. Critics say the arrest was Putin's personal revenge, raising questions about justice in Russia. NBC's Duncan Golestani reports.

"(They said) if you stay in this unit -- that's the end of you. ... Human rights are grossly violated here," said Alyokhina, who is being held at a penal colony in the Ural Mountains region of Perm.

"What is the most difficult thing? Coming to understand how this system works, how it creates a slave mentality," she said.?"Ignorance, cowardice, betrayal, denunciation is the norm."

Tolokonnikova, 23, who also has a young child and is jailed in the central Russian region of Mordovia, renowned for its legacy of Soviet-era prison camps, said she has not been a victim of the same pressure as Alyokhina?but described pitiless conditions of forced labor.

Like many female inmates in Russia, she works to fulfill quotas for sewing padded winter jackets, earning a salary of less than $12 per month, she said.

Both women, who were inspired by leftist philosophy to form the radical punk performance art group, complained of not having enough access to books in jail.

Three Pussy Riot members -- who until their arrest hid their identities and that of other bandmates behind trademark colored balaclavas at impromptu street performances -- were convicted of hooliganism motivated by religious hatred.

One of the three was released on appeal with a suspended sentence but Alyokhina?and Tolokonnikova are less than halfway through their prison terms, which are counted from their arrests in March 2012.

Three female punk rockers are put on trial in Russia after taking over the pulpit at an Orthodox cathedral and performing a controversial song criticizing President Putin. NBCNews.com's Dara Brown reports.

Pussy Riot's raucous "punk prayer", the women flashing legs clad in brightly colored tights and brandishing an electric guitar on the altar, was criticized by Putin and cast by the Russian Orthodox Church as part of a concerted attack on the country's main faith.

The two jailed women complained that their message, part of a wave of opposition protests against Putin's decision to return for a third Kremlin term since 2000, has been twisted by Russian media.

"Russian state propaganda presented us as blasphemers, as hooligans and so on, but in reality it was an ironic and funny action, though still a desperate one," Tolokonnikova said.

"It was, so to speak, a political heartfelt cry which was still made in an ironic and funny manner."

NIH should retire most chimpanzees from medical research, panel says (+video)

Hundreds of chimpanzees at NIH facilities should no longer be used as test subjects, the panel said, but 50 should be kept as a contingency, adding that all the chimps should be housed more comfortably.

By Pete Spotts,?Staff writer / January 23, 2013

Ron, featured in the film 'Chimpanzees: An Unnatural History', was born in a research lab and spent most of his life in isolation. Subsequently, he went to live at the Save the Chimps sanctuary in Ft. Pierce, Florida.

A senior scientific advisory panel at the National Institutes of Health, in a step toward phasing out the use of chimpanzees in federally funded medical research,?has found "no compelling evidence" to support keeping hundreds of chimpanzees at NIH facilities and recommends that all but about 50 chimps be retired.

'; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "on"; google_image_size = '230x105'; google_skip = '0'; // -->

This small group would remain available as a contingency should some unforeseen disease emerge for which chimps would be the best stand-ins for humans. But they, along with the retirees, would be housed in facilities designed to more adequately accommodate the full range of normal chimp physical and social activities ? from climbing, foraging, and daily nest-building to hanging out in sizable groups on branches high off the ground, according to the panel.

The panel also recommends ending 16 of 30 research projects involving chimpanzees that the NIH currently is funding. The largest proportional hit falls on biomedical research, one of three categories of projects. Six out of nine current biomedical projects would end.

The ultimate driver behind the recommendations: concerns about the value and ethics of using chimpanzees, biologically the nearest relative to humans, for physically painful and intrusive infectious-disease research.

If the 28 recommendations are implemented, the effort would represent "an historic step forward" in moving chimps out of the lab and into sanctuaries, says Kathleen Conlee, vice-president for animal-research issues at the Humane Society of the United States, based in Washington.

Even foes of federal legislation to greatly restrict the use of chimps and other "great apes" in biomedical research see merit in the new recommendations.

As a stand-in for humans, "the chimpanzee has played a very important role in the evolution of biomedical research," notes Frankie Trull, president of the National Association for Biomedical Research (NABR) in Washington, which fought against the Great Apes Protection and Cost Reduction Act of 2011, which died in December with the end of the 113th Congress.

But biomedical science has advanced, Ms. Trull continues. And keeping chimpanzees is expensive; chimps are not euthanized but must be cared for until they die naturally. Researchers have found alternative animal models for some of the kinds of studies that once centered on chimps.

Although NABR opposed the Great Ape Protection and Cost Reduction Act, the group is comfortable with the recommendations the NIH is now considering, Trull says.

The case for change and the steps to take came from the scientific community, she observes, adding, "scientists should determine what animal models should be used, not Congress."

Chimpanzees represent a tiny proportion of animals used in biomedical research. The overwhelming majority of animals used are either rodents or zebra fish.

The recommendations represent the outcome of a process that began at the end of 2010, when three US senators asked the US National Academies to examine the issue, as did the NIH. A year later, the National Academies' Institute of Medicine released its report.

The 86-page report released for comment on Jan. 22 was pulled together by a senior working group that the NIH gathered to turn the Institute of Medicine's report into specific recommendations.

If adopted, the recommendations would apply only to NIH-owned chimps and those used in the course of NIH-funded research. Of 670 chimps the NIH owns or supports, 219 have been retired. Some 282 are research-ready. Another 169 have been labeled "research inactive," a kind of bridge category between the first two.

By some estimates, another 350 chimps would fall outside the purview of these recommendations because they are owned either by private pharmaceutical companies or by universities.

Indeed, the Human Society's Ms. Conlee suggests the Great Ape Protection Act is likely to be reintroduced this year to broaden restrictions to chimps not covered by the new recommendations.

US: 3 charged over 'Gozi' global computer virus (Update)

Three men from Russia, Romania and Latvia were in custody Wednesday in the U.S. on charges that they spread a computer virus to more than a million computers worldwide, including almost 200 of the U.S. space agency, siphoning off passwords and online banking information that allowed hackers to steal tens of millions of dollars.

Their arrests were announced as federal authorities unsealed court documents accusing the men of participating in a conspiracy that began in 2005. NASA computers were among those infected by what was called the Gozi virus.

The NASA breach occurred from Dec. 14, 2007, to Aug. 9, 2012, when about 190 agency computers were infected, according to court documents. Between May and August last year, they said, the infected computers sent data without the user's authorization, including the contents of Google chat messages.

The Gozi virus was designed in 2005 and distributed beginning in 2007, when it was secretly installed onto each victim's computer in a manner that left it virtually undetectable by antivirus software, the complaint said.

According to court papers, Romanian national Mihai Ionut Paunescu set up online infrastructure that allowed others to distribute the damaging programs, causing tens of millions of dollars in losses and affecting well over a million computers worldwide.

Paunescu was arrested in Romania. Deniss Calovskis was arrested in Latvia, where he is a citizen and resident, on charges including bank fraud conspiracy. Nikita Kuzmin, a Russian national, was arrested in New York on various charges, including bank fraud and bank fraud conspiracy.

It was not immediately clear who would represent the defendants in court.

A charging document against Kuzmin accused him of designing the Gozi virus as a way to steal the personal bank account information of individuals and businesses in a widespread way.

It said he hired a programmer to write it and began in 2006 to rent the virus to others for a weekly fee, advertising it on Internet forums devoted to cybercrime and other criminal activities. In 2009, according to the document, Kuzmin was approached by others who wanted to acquire the source code so they could attack computers and steal money from bank accounts in the United States and, in particular, European countries. The document said Kuzmin offered the code to other groups of people for $50,000 plus a guaranteed share of future profits.

According to court documents, Calovskis had training and expertise in computer programming when he was hired by a co-conspirator to upgrade the virus with new code that would deceive victims into divulging additional personal information, such as mother's maiden names. Federal authorities sought at least $50 million from Calovskis, an amount of money they said was obtained through the conspiracy.

UK's Cameron pledges to hold referendum on quitting EU

By Ian Johnston, Staff Writer, NBC News

U.K. Prime Minister David Cameron on Wednesday announced Britain would hold a referendum on whether it should leave the European Union if his Conservative Party wins the next election.

His comments prompted a largely angry reaction from European politicians, who condemned Cameron for "playing with fire" and trying to bend?the 27-nation bloc?to his will.

France?s Foreign Minister Laurent Fabius revealed he had recently told a group of British businessmen that "if Britain wants to leave Europe, we will roll out the red carpet for you," Reuters reported Wednesday.

In the written version of his speech posted on the prime minister?s website, Cameron said people in the U.K. felt the EU was ?now heading for a level of political integration that is far outside Britain?s comfort zone? and claimed ?democratic consent for the EU in Britain is now wafer thin.?

?People ... resent the interference in our national life by what they see as unnecessary rules and regulation. And they wonder what the point of it all is,? he said.

?It is time for the British people to have their say. It is time to settle this European question in British politics. I say to the British people: this will be your decision,? Cameron added. ?And when that choice comes, you will have an important choice to make about our country?s destiny.?

'Charting our own course'
He said that he understood ?the appeal of going it alone, of charting our own course.?

?Of course Britain could make her own way in the world, outside the EU, if we chose to do so ? But the question we will have to ask ourselves is this: is that the very best future for our country?? Cameron said.

The center-right Conservative Party contains a number of anti-EU lawmakers and has come under pressure on the issue with the rise of the UK Independence Party.

Cameron has talked about renegotiating the U.K.?s relationship with Brussels and told parliament later Wednesday he would campaign to stay in the EU -- if he was successful in reforming it.

But he repeatedly refused to answer questions from Labour Party leader Ed Miliband on how he would vote in the referendum if he was unsuccessful.

Guy Verhofstadt, leader of the Liberal Democrat group in the European Parliament, said Cameron was ?playing with fire? by saying he would renegotiate Britain?s membership and hold a referendum, according to ITV News. ?He ... is raising false expectations that can never be met,? he said.

And European Parliament President Martin Schulz said the speech was ?one of the worst I heard in a long time,? ITV News reported.

Schulz said Cameron was in favor of the single European market but also was also complaining about the regulations that govern it. ?So, what does he want -- the internal market or the regulations? ? I find what Mr. Cameron is doing very implausible,? he added.

Fabius, the French official, said it was as if Britain had joined a soccer club and then suddenly said "let's play rugby," Reuters reported. And German Foreign Minister Guido Westerwelle said ?cherry-picking? what the U.K. liked about the EU and leaving the rest was ?not an option.?

Nick Robinson, the BBC?s political editor, wrote that Cameron would never make a ?bigger gamble.?

?He is gambling that his referendum promise will calm rather than stir the fury of Eurosceptics both inside and outside his party, that he can persuade 26 other European leaders to give the UK the deal he wants and that voters will then choose to back it,? he said.

?If he pulls it off he will restore [Conservative] Party unity, see off the threat of UKIP, put Labour on the back foot and secure a relationship with the EU which is no longer a political nightmare for him and his party,? he added. ?If he doesn't the name Cameron will be added to those of [Harold] Wilson, [Margaret] Thatcher and [John] Major - those whose premierships were destroyed by that most toxic issue in politics - Europe.?
